ZATCA e-invoicing: what finance teams need to know
A quick overview of e-invoicing phases and what they mean for your accounting workflow.
What is e-invoicing ("Fatoora")?
Saudi Arabia's e-invoicing initiative ("Fatoora") is run by the Zakat, Tax and Customs Authority (ZATCA), and requires all VAT-registered businesses to issue invoices electronically instead of on paper or as plain PDF/Word files. The main goal is reducing tax evasion and making audits easier for the authority.
Phase 1: The Generation Phase
In this phase, businesses are required to issue structured electronic invoices (instead of paper or manual ones) containing all required fields, including a QR code on simplified invoices. Invoices must be stored electronically and cannot be edited after issuance.
Phase 2: The Integration Phase
This phase adds an extra requirement: connecting your invoicing system directly to ZATCA's "Fatoora" platform, so invoices are transmitted and cleared at (or shortly after) the point of issuance. ZATCA rolls this phase out in waves, grouping taxpayers by annual revenue, starting with the largest businesses.
What your accounting team needs to check
First: that your accounting or ERP system actually meets Fatoora's technical requirements (electronic invoice signing, valid QR code generation, and the ability to integrate with ZATCA's platform once your wave comes up). Second: that your core data is accurate (tax registration number, customer details, item classification) since any error there carries through to every invoice you issue.
